Sounds like an element to stop gold selling spam etc. I believe Zone chat has a level restriction. Not sure about whispers.

World chat needs Megaphone from the Item Shop.

/join world --joins the private world channel which 'most' players on the server are in to chat for free (no megas)
/y --chats in World chat which everyone on server sees but costs a megaphone
/w Zencast --Replace 'Zencast" with the whisper targets name to whisper them
/z --Types in zone chat meaning say, silverspring, howling mountains, Aslan Valley ect (lvl 10? restriction)
/g --types in guild chat
/p --types in party chat
/s --types in say chat (white text just in your immediate area)

As already stated these features are only accessible when you activate your account.

you will have to activate your account before you can use mailbox, auctionhouse and such.

Upon your registration you get an activation link send to your mail adress used for registration. If that mail never arrived (checked spam-, junk folder), you can still submit a ticket to support and they will assist you.
