Tier stone gashas

I was curious if the tier stone gashas are supposed to be giving bound tier stones. I have gotten 2 bound tier 8s and 5 bound tier 7s. The previous tier stone gashas gave unbound. Is this a new thing that will be the norm from now on??

i would assume not no, this issue was around before and was changed to normal stones.
