Character Merge/Deletion

Quick question,
With the latest merge I now have 10 chars upon log in. If I delete any char, will I be able to create another one? Meaning are we now allowed 10 character slots or is the max still 8 but we are not penalized the additional chars due to the merge......?

you're at 10/8. Meaning you're just not penalized. When it comes to creating the maximum is 8.
