lvl 90 jewels on sale

I was so happy when i heard there was a jewel sale today, a first since level 92 cap. open the item shop then realised the jewels on sale were only level 90. Wondering why they are not putting jewels on sale in the first place, of all the commonly used items it's the only type that seems to never get reduced for a LONG period of time after level caps before it comes back into the 4-5 week rotations. Also, if a jewel sale is going to be made, can it plz have the correct level cap items.
