Word you have some good points only time will tell will Rom flourish or will it crash and burn we will seeto the op: not sure what you're asking exactly or if it is really just a rhetorical statement in the guise of a question. Either way I would say it is reasonable to assume that once the servers merge that things will stay pretty much as they are.
What we KNOW is the servers are merging and that they are working on siege and centralizing diamonds to player accounts. That's about all we really know based on what has been passed on to the community. Will other issues that routinely crop up on the forums be addressed? I would argue no from the standpoint that if further actions were planned/intended they would most likely have been announced by now.
Server activity: As far as the community response to the consolidation of the remaining player base being enough to motivate players to become more active as a whole, my personal opinion is that without further significant changes the game will be exactly "more of the same" and very little more. Time will tell of course. Many players have asked for the intervention of the company for years now with little evidence supporting that what is posted on the forums has any correlation to the changes that have been made. Of those where correlation exists, even less evidence supports causation. Therefore I think it would be naive of us to think that after so many years things will change simply because the servers are being merged.
Other changes within the community: The existing RoM community reflects a rather large dichotomy of action and fundamental approach that has always placed the player base at odds e.g. dias buyers vs f2p, end-game vs casual, etc. Merging the servers will have very little to zero affect on that. About the only things that COULD be positively improved are the increase in the available pool of talent that has already been mentioned and the economies that will benefit from an increased supply. Even that however is speculative as the increase in supply also comes with an increase in demand which could cause inflation in already challenging economies. This of course could again leadi to further population losses and to where we are now. Again, only time will tell for certain.
In conclusion, it's not a simple question or answer by any stretch. There is no single issue that either the players or the company can resolve that would guarantee the gaming experience will improve after the mergers. It will take a lot of work resolving many issues by both the company and the player base to do that.
