He does not always appear in the same location.
Pop into Varanas every so often and pull up the city map, he will sooner or later appear as a yellow checkmark.

Do your other quests while you go in and out of Varanas instead of trying to find that ONE guy.

I have seen him in several spots. Turn on the Show names over NPC's and you should look around the edge of lower city east first tehn look on the porches. I usually see him at least 2 or 3 times a day.
