Siege Title NPC

Hey GMs,

I was hoping someone could answer these for me. I obtained the Count Senior Officer "Sethet Side" Title, the title right before Marquis Midnight. After obtaining this title, the same NPC in obsidian stronghold mercenary square only has a quest to obtain the title of Count Officer Orxon (level 1 spreading chill), which is technically 3 titles back.

So my questions are:
1. Is it a required step to obtain those Orxon titles in order to proceed towards Marquis Midnight and beyond? (Wouldn't make sense)
2. Or is there an NPC that's out there that continues it for me?
3. Is this a bug?

While there was some incredible gear in play, his ability to target and move was still the best I've encountered in this game, and among the best I've seen ever.
