How do i get Elite Skills ?

I'm a 23lv W/16 lvl Rogue i should have 1 elite skill buy now but i can't use it it does not show up on the skills window. do i have to go somewhere to get it ?

Old way: get mats/gold and get certificate in Class Hall in Varenas. (check RoM wiki to get list of mats and name of NPC who will teach you)

New and easy way: When you get third class, transport to Heffner camp and do Old Bag quests. (first one at starting point)

Plus if you are Warrior/Rogue and you did in fact go through the process of getting your 15/15 elite then the skill you acquire is actually a passive skill for that class combo and should appear on your Rogue Primary Skills tab.
