At level 23 there are a number of quests in Dragonfang Ridge (DR) that will give you 1500+ XP, upto 3469 to be precise. See
DR Quests. Note you may have to do some of the earlier quests to open up the higher reward one's.
The zone is aimed at level 20-35, and then again later at 45-50 for attunement for the Cyclops Lair instance. As such you'll find a range of mobs to kill at your level, most of which you will encounter whilst doing the level appropriate quests.
