What is this thunderbolt-looking weapon skin?

It wasn't what the original weapon looked like & I have no idea what skin that is...Saw someone skin their 2-h axe with it & I think I may want that in the future for my mage's staff's skin lolz.

srry for the fuzziness, tried to resize it & change the file format so it would fit within parameters that the forums allow it to be lol.
