does tp transfer over from classes?

that is to say, if i were to gain 5,000 tp with my secondary class, would that tp be useable for my primary's skills?

or is it usually not a good idea to do that (note: im a rogue/scout)?

TP gained on the side you earn it on, stays on that side.
Therefore, if you gain it on your scout side, you have to use it on the scout skills.
Same goes for your rogue side.

There is a way to be able to transfer some of the earned TP to your secondary or third class. If you use a TP charm it fills with TP as you gain it with your classes. Once filled you then can right click it and it turns into a TP orb. You can then use thie TP or for any of your classes that you want or even sell them in the AH. They even ahve EXP charms which do the same thing. But the TP and EXP charms only fill when you are actualy getting TP or EXP, so if you have hit the level cap then you will no longer get EXP and your exp charm will not fill up unless you swap to a class that is lower lvl and gets exp. The TP charms continue to fill up even as you hit the lvl cap due to the fact that we continue to gain TP for each monster we kill (but only those that are within a certian number of levels of the cap). Hopefully this can help you out even more.
