The elusive Vilas Katz

I have been workin on the Magical Reconstruction quest chain in Tergothen Bay and am currently on Meet With Vilas Katz. Both world search and the unfinished quest option on the world map say he should be across the road from Pitik Port but he's not there. I even went back to Kyosa Village where I remember seeing him last and he's not there either. Is this guy bugged or am I just missing something? Others in the zone seem to be having the same issue. Any help would be greatly appreciated.

I noticed that sometimes the map shows him where he is not and had to wander around to find him. Hopefully this link will help some.

As the description says you will have to go into the destroyed building just over the bridge that leads out of town. Caution there are some beasties there that are rather nasty.
