Reason rune

There is a call for a "reason" rune in the transmutations charts, but I cannot find the origin of this rune. Is it a drop, a craft or a purchase? Does anyone know where to get this rune?

Might+Reason= Shield

Shield+ Advance= Reconcilliation.
