Question about Lagusen (World Boss)

Was in tergothen bay today and happened upon a raid of people killing Lagusen repeatedly. How is this world boss re-spawned so quickly after being killed unlike other world bosses?

Lagusen does not spawn naturally. It is spawned with the process (collecting drops from mobs nearby and using them on altar).
-- Rustyx --- 92R / 92S / 92M on Reni (Guild KnightShift). Yes, running the new FOTM R/M, cause I am not elf enough to be WD/S.

Oh, and people who have more than 3 classes are clinically insane.
