Just talk to Snoop where you want to have your recall.
He gives you an option to make a specific portal your recall.
(note: you can only have one snoop as a recall)
But you also have access to (depending on being a human or elf) Logar, Riefort, Heffner and Elven Island via your skills page.
Those are set recalls via that page.
