i have completed the elite skill training up to lvl 20. now i have the lvl 25 certificate in my bags but when i try to learn it npc says i need the lvl 25 certificate. i have tried many time by deleting it and doing it over. tried switching my class to second one still dont work. and help or advice would help thx

You are getting cert in Coast of Opportunity and trying to turn it in elsewhere, or you are obtaining it elsewhere and trying to turn it in in Coast of Opportunity. Wont work. Turn it in where you got it.

Do old bag quests in Heffner Camp. Quite simple, do many quests at gate where pirates are, collect old bags, but do not (again, just to make sure you remember - DO NOT) open them. Once you have enough of them, just move inside camp, but instead turning right toward mailbox, continue and on left side is NPC that will take cert and provide you with skill. To get level 25, you have to make sure that you have L20, and old bag, once opened, will provide you with 'next needed certificated for that class. (so open only one at the time, claim skill, open another one, otherwise they get lost if you open again without claiming skill)

Do this until L45 class, then switch to second class, repeat until L50. (you will get both at the same time)
