talk to the chef, say you'll help, get his 7 day buff. When the "tornado at lake of magic mist" event happens, go to the island in silverspring, and wait. Tornadoes will appear and frogs will begin raining down. Simply run over and touch them (don't need to click, just have your character touch them). You begin collecting points. Once the 2min event buff of yours expires, you cannot collect any more till you go turn the points you have in to the chef. You can repeat it by handing over a transport rune.
