Do the Wings obey the ABL first, BL later rule?

Do the high upgrade jewel really cost 71 diamonds for a single one?

Lastly, if I were to Enchant the wings with stats, would they incur a level limit on the wings? If not, do they give penalties for really low levels? I am considering saving up my Phirius Tokens I am getting from now on for those wings and upgrade them for toons

Yes they follow the bind lifter rule like any other item,

I don't know about the jewels I don't upgrade my wings

I don't know of any penalty to low levels wearing statted wings, I had a 29 wear really nice wings once.

As TDS said, wings can be initially unbound using an ABL. Later, the same set of wings can be unbound using a standard BL.

There is no level limit on wings--you can equip them at any time on a level 1 character, regardless of the "level" of the stats you put on them. Stats are added to wings the same way as to any other piece of gear, using the Arcane Transmutor, not an Aggregator or Advanced Aggregator--the tooltip is incorrect.

When not on sale, Nebula Jewels (+1-6) are available in the Diamond Shop in a 10-pack for 61 diamonds, Advanced Nebula Jewels (+7-12) each, for 70 Diamonds. Perfect Nebulas (+1-6, 100% success) and Perfect Advanced (+7-12, 100% success) are in the Ruby Shop for 61 and 140 Rubies each, respectively.

Kalvan didn't mention this. Wings also have hidden stats that will help in leveling. Mainly in an exp and tp bonus percentage. You can get them by using the item shop jewels to plus the wings. Tiering wings adds nothing though so dont waste time or puries on attempting to get something better oput of them because it does nothing.

Thanks, couple more follow up questions

1. Tiering is different from 'upping' right? Let's say If i have an item 'Awesomesauce Staff +8', the +8 is considered upp'ed?
2. How would one go about 'tiering' items?
3. How many enchants can I put on a single item? Also, let's say I disenchant using a Purified Fusion Stone, do I still keep the original item and the enchant that the disenchant removed, or do I lose 1 (or both)?

The bind lifter thing confuses me -- forgive me I'm still figuring this stuff out. Say I bought a pair of wings from the item shop and plussed them to 6 for extra TP/XP etc. If I want to pass that set of wings to an alt, do I need a bind lifter or an advanced bind lifter to unbind it? Thanks.

1. & 2. There are three different terms employed, "enhancing", "statting", and "tiering". Enhancing is using the enhancement jewels to add plusses to a specific piece of gear (armor, weapon, accessory--necklace, ring, or earring--and wings. Statting is adding stats gained from other gear pieces to a specific piece of gear. Tiering is raising the base Tier of a gear piece. Both use the Arcane Transmutor and either random Fusion Stones or Purified Fusion Stones. How to do this is covered in one or more of the guides which can be found in the Community Guides section.

3. Enhancements can go up to +16 at this time. There are four different types of Item Shop enhancement jewels (armor, weapon, accessory, and wing) and, among those, three different level groups, 1-6, 7-12, and 13-16.

Gear items which are marked "Bound" ("Bind on Pickup") require an ABL to unbind them so they can be sold or transferred to another character. This includes wings and costume pieces/packages purchased from the Item Shop or gained in other ways (quest reward gear, gear obtained from boss drops in instances, and many green or blue "rarity" mob gear drops.) Gear items which are initially marked Bind on Equip (and having been equipped) need a standard BL if you wish to sell or transfer them to another character.

For your example, a set of wings is initially Bound when purchased. You would need an ABL to unbind them. However, once they've been unbound using an ABL and re-equipped, you only need to use a standard BL to unbind them again. The same thing goes for any other gear piece which was initially Bound and unbound using an ABL--they can be unbound again using a standard BL.
