where do i goto report somebody?! i got ripped off of 63 dia. and he hasnt come online since!

Lesson learned move on. You lost 63 diamonds but learned a life long lesson. You never give diamonds before gold. Real money > in game gold.

go to http://support.frogster-online.com/ and log in with your account. Select "ask a question" and report the situation. Please provide as much information as possible as the time and date of the occurrence, name/level/classes of the player who committed the offense, and provide any screen shots you may have taken. (Always a good idea to screenshot or record any P2P transactions). As far as I've been told, the support has a history of helping those who get ripped off of their diamonds, but never to someone who pays with in-game gold or items. So you have a chance of being compensated. However, now that FEU's in charge, I'm not sure if that policy still stands, as pretty much everything has changed when it comes to customer support.

The best bet, is to blast that person's name & guild over your trade channels and let the public know that the person is a scammer, and not to deal with them. If no one will trade with them because they have a bad reputation, the chances of them getting away with it again diminish. So, use the public outcry to have the person outcast and left to rot by himself.
