Trouble Launching RoM

Hello, I am having trouble launching RoM, it says something like d3dx9_42.dll is missing from your computer try reinstalling the program to fix this problem. I have reinstalled rom already and it still gives me the same message. Please help :(

Get the current DirectX9 Downloader from Microsoft. For some strange reason, not everything that has been put into DX9 over time is also included in DX10/11(.x) so you will have to update DX9 separately.

Update DX9 to current and it will work.
