How do you actually send them the message is it the "Ask a Question" Panel because that's the only thing i see that looks like it.
That is precisely what you do.
You will see a Subject Line, below that a text box in which to frame your request, a place to attach a screenshotor other document which you want to send to Support, and then Product and Category drop-downs. The latter are used to choose the game (Runes of Magic) and what the issue is to related to (My Account). Below those are spaces for your game account name and the name of the affected character.
Subject line: Secondary password reset
Text box: Ask Support to reset your game account secondary password
Attachment: None
Product and Category are obvious.
