Quest Resets

I'm not sure if other people have this problem but, some quests i can't finish when I get them and end up throwing out the items needed to complete the quest.

I know you can abandon and get the quest again but that doesn't help for an item from 2 quests back in a chain.

So I guess what I really want to know is:
1. Is it possible to get a questline reset.
2. Is it possible to get a NPC reset.

No, it is not possible. And the throwing out quest items goes under the "doctor, it hurts when I do this"-"well, then don't do it" principle.
