Zodiac pet vendor?

I can't find any phirius vendors that have anything to do with this event. Norah Kalesy is completely useless. I hope this is not bugged.

Go to the other side of Varanas Bridge and do the event from the npc there. You will gain the needed materials. Kinda reminds me of the red mount from one of the past festivals.
