First, look for the message across the center of your screen (happens every few hours) that says Sloan Krugg is asking for donations for the craft festival or something like that. You have to be in Silverspring to see this message, used to be server wide, but now it is just that one zone I think. Then go to Sloan Krugg in Central Veranas and talk to him/her. This NPC will tell you one item that you can make that will allow you to get the items you seek (up to 5 of them). The item asked for will require a crafting lvl of 15, 25, 35, or 45 to make.
There are special recipes you can buy for 500 gp each (4 for each craft, not including planting, cooking, or the gathering skills). These recipes allow you to make the required items if your craft level is high enough. Check all channels because Sloan Krugg wants different things in each channel, and maybe you can make one of them.
When you make the item, turn it in to Sloan to get 5 certificates. These certificates can be traded to any of the Craft Materials Merchants from the Artificer's guild. Each certificate can be traded for one of those special materials. You can also check the AH for someone selling these mats, but don't hold your breath or think they will be cheap.
