The Dwarven city where housemaid/auction house/mailbox are, it has a tag above his head specifying Elite Skills Master, behind a wall beside the class choosers.

There's also a dwarf elite skills master in Heffner Camp. He's about halfway down the fence from the human/elf elite skills master.

At 15/15 you get a mail telling you where you need to go to get your elites with two free certificates...

Anyways, after that you have to do the old bag quest to get a certificate for your level (It won't use the certificate, that's just a glitch at the moment. You can save it for your other side and your third class.) and then talk to the dwarf elite skills trainer in either Morfantas City or in Heffner Camp.
