Dwarf can't extract herbs.

My dwarf is in the starting area, the recipes for level 1 are gone(i'm sure I bought them), and when I click on Alchemy tools, I get the message "Requirements Not Met'. The alchemy instructor does not have the option for learning herbalism. What gives?

Added: All my skills get the "Requirements not met" even though i am level 7 or 9
