Dwarf Elite Skills Trainer

I have just reached level 15 for both of my classes and a pop up came up and it said to go to the Elite Skills trainer, so i did and he says something about not being able to teach me and said my people have some other way to do it? I was wondering where i could find the Dwarven Elite Skills trainer thanks!

In Dwarven city, next to class trainers.
