Hey can anyone tell me if there are shackles of the cursed face for sale in the codex vendors in AE? TOSH was the last 12-man but last i heard there was no shackles in the AE codex vendors. My Raksha staff is due to be replaced since my mage is lvl 71 now. Will they be included soon if they are not there?

No idea about Shackles & codex but the next 12 man instance is not here yet.

12-man weapons will never be in mem vendors. When 12mans are released, 6 man weapons are released. For example: When ToSh was released, we got SC weapons. When the next 12 man is released, AC weapons will be for mems. ToSh weapons never will be.
As the way things seem to be going, you will not be able to buy from vendor. You cannot buy any hard mode weapon from vendors. No RT or Grafu so far, so it would seem you won't be able to buy TOSHH regardless what instance comes out.
