Tanking as in defending and taking up all of the aggro, that is a yes, you can tank whether you pay or not.

If you are a new player and have no other toons that are endgame you will find it very difficult to reach end game as a F2P Tank. You will need Gold.....lots and lots of gold. Tanks are one of if not the most expensive classes to gear.
