Quest not showing up! HELP!

I'm trying to get the Silverspring set upper armor, and everywhere I read the quest starts at Carphil, but he doesn't have any quests for me! Nor do I have any of the other quests in the quest chain after him to the armor :/ How do I get it? Is there any prerequisite to start this quest chain?

Maybe this will help - "Where do I get the SilverSpring set from?". Iirc the quests for those pieces starts with getting a Book dropped by the Black Blood Merchants, right click to read/accept the quest.

Carphil doesn't offer his quests automatically - do you have a second class yet?
