Windmill Armor

Hey, have they removed the ability to upgrade the windmill armor sets from Logar? Someone handed me all of the materials to upgrade a Ventis Robe to the Ventis Magician's Robe, but the tailoring menu says I can't craft it. I've got everything the recipe says I need, but still no-go.

Is hour level in tailoring high enough. If it is send in a support ticket.

If you have the mats and the recipe, does your tailor skill meet the eligibility level to make a V-Magician robe?

(It took me weeks to get all of the mats to create a full set of V-Archmage set and boost them all to +7.
Made a lot of gold, posting duplicate pieces in auction house.)
