I can't find Mysterious Torreg (Torrog?)

I have done this quest on my other toons, but I am now not able to see the start of the "envoy" quest chain. My level 57 alt just took it and moved on to delanis, but this toon is level 58. This character has leveled simply as a result of several months of dailies, and I hate to think I can''t take him to endgame. What am I missing to get the Envoy chain started?

not sure what ur asking... I'm assuming what you did was make ur main character port ur alt to dalanis bypassing the AV quests...coz u said u lvled it simply coz of dailies???
Isn't Mysterious Torreg the dude near Snoop in AV that ports u to the dragon who ports u to TH?

If I'm understanding this right, u need to take ur alt to AV to finish that dragon quest....

So you can't find the NPC or you can't get the quest started at the NPC?
