Planting Error?

I noticed the level 79 Plants don't give me the materials I need for the level 70 recipes. I was wondering if this was intentional or a mistake, as planting gave all the materials for previous cooking levels.

Also, does any1 know if there are memento vendors that give either Janost Cypress Lumber or Nocturnal Lantern Grass Bundle?
