heffner gone solo?

Hey guys! had a quick question so today i got a lvl 20/20 wd/s got to heffner on this account (forgot to mention im not new to the game just this account) so at heffner do quests and ect then later on i decided to go back to a r/s so i made a new rogue and i cant tp to heffner on him even tho i have a third class and all on my main did they change it so only the character your on can go to it?

It no longer applies to the whole account, Only get the transport if you have your third now
