Well, the description is "Place the stone and the piece of equipment with attributes into the random attribute extraction interface to extract 1 random attribute from the equipment." That seems fairly clear unless you don't know how to get to the interface (it is a button in AT window). You get random stat from your gear put on the stone - unless it only has one stat in which case no randomness involved. It is very useful because you get gear and stat without destroying either one, and it is much cheaper than the cleaner. Also good for easy mode drops. They usually have useless green stat and sometimes a decent saleable yellow stat. The stone lets you split them up.

The other stone is much less useful. There are several thread on it on the forum. Use search instead of just browsing guides.

As long as you are not talking about ghost stats, yes. Stone will remove existing stat (if only one) and you will have both - stone with stat and your equipment not destroyed. Cheaper then cleaner and more useful.

Yes, if your gear has one stat, you get clean gear and a mana stone with the stat that used to be on it. You can then sell it or use it.

Your scenario is accurate, although I am not sure how dex stat got on the cloth armor in first place.

You got the gear from Atar, didn't you? He always puts dex on cloth, because he loves it so, but can't wear leather on his mage side. :p
