Red Bulletin Board quests

Does anyone know anything about these "Red Bulletin Board" quests? They're on runesdatabase.com and in the QuestState addon so I can "follow" on the Board but I cannot find the actual Board.

You dont get to red bulletin board right away. First, you have to find Yellow Bulletin Board, then all 4 Green ones in sequence (have to get I, then II , then III, and finally IV) then the fabled Blue Bulletin Board. Only then do you get the red ones.

What? Yes, I did just make it up. Why? :p

Oh, and people who have more than 3 classes are clinically insane.

Looks like something from a PvP server for people with negative reputation to improve their reputation. I do not play on one, so.... Maybe one of the 4 people left on the PvP servers knows ;)

According to the database, the full name of that board is Dust Devil Cayon Red Bulletin Board. Doing a world search for "Bulletin" reveals no Bulletin Board in DDC area, the nearest 1 is in OS and it does not have the quests you r looking for. btw i'm also in Reni so i can't say about pvp server.
