Those are the global T&C, not just for AU and the full 7.1 states:
The user is allowed to take part in each game round (i.e. world, universe) of an online game with one user account only, unless the rules of the game provide for specific exceptions. The use of several user accounts is not permitted. Such multi-user accounts can be deleted or banned by Gameforge at any time at their sole discretion.
These T&C have recently been updated to more accurately reflect Gameforge policies rather than Frogster but there are some other documents to know about in connection to Runes of Magic:

All players are permitted to play the online game Runes of Magic with multiple accounts.
EULA 7.1 was discussed on the EU forum a little while back and it was discovered that the general Gameforge EULA might forbid it, but there is an exception in the Community Guidelines for RoM. (The conclusion seems to be that 7.1 & 7.3 are there to allow Customer Support to slap anyone caught botting.)
