Can't use fishscale leg armor +2 ?

I'm lvl 27 Warrior I have below
This is what it says when curser is on item

Can anyone out there tell me why I can't use it,
or better still tell me how to use it please. :confused:

Do you have the "can wear plate" skill yet? not sure what level and it's only for war/knights or wd/war i believe.

Warriors cannot wear plate unless they've gained the respective elite skill that allows them to do so.

i'd just like to note, the "1" 's after the V in the imprisonment stats are not "1" 's, and the rune, and the 2 dirty stats, they are "I", as in roman numerals, i know they are both the same with the font in game, i'm just pointing that out to avoid confusion down the road.
