I see there is a L 65 package after completing "Return to Dalanis" quest. Can you get this package without completing quest? If you need this quest, do you have to complete "Envoy of Dragons" questline in order to get "Magical Reconstruction" questline?

Yes, there is such a package. And, no, you can't get a quest reward without completing the quest.
Magical reconstruction is open when both Return the Glory and Envoy are completed, so no, you can't get to it (and can't get that armor package which is part of it) without finishing earlier lines.
The 65 package is so-so, but it is upgraded with the new set as you do quests. It is also 65, but quite a bit better quality. But it will also not be obtainable, sorry to say, outside of Magical Reconstruction line.
