I take it something as simple as creating log folder where it should be did not solve the problem? Some programs won't create a folder during file save process.

What about RuneDev.ini file? Is ChatLog set to 1?

This had me curious, I have the log folder but nothing has been recorded since 2012. In the RuneDev.ini there is notthing regarding chatlog [Locale] [Server] [ErrorList] [Crash]

I am probably wrong here, but I think the chatlog isn't recoreded by the main client but by an addon. Is it pbInfo?

Given Kalvan's comments below, I'd say it's safe to say that my comment above is quite wrong.

I'd agree with RustyX, go into the main RoM folder and create a new folder there named "Log", then open your RuneDev.ini file and edit it to show Chatlog=1.

And that's precisely what you'll end up with: A Log folder with year-dated folders in it, and in those, month/day folders that each contain Chat.Log text files in them for all channels you're subscribed to.

Some lines will be garbled or otherwise unreadable. Some lines will include pet comments from other players' pets (these are marked "[Range]", by the way). And if you're running more than one client at a time, the chat log will reflect channels that each character is subscribed to, pet comments, and nearby player /say chat.

It can be quite confusing to parse.

Edit: The pbInfo addon--I have it installed--does have a subsection marked "Chatlog", but I am unsure as to precisely what, how, or if it modifies the data in the Chat.Log text files. The "Chatframe" subsection seems to only affect what and how things appear in the in-game chat window, and not what or how things appear in the Chat.Log file(s).

apparently after the new year, nothing this year has been recorded. Last entry I had was from Dec 2012. Checking the RuneDev.ini file & comparing the current one & my unupdated version of RoM, looks like GF ninjachanged it O_o for whatever reason. I have't redownloaded this game in like 6 months, so it didn't change because I reinstalled... My current version says simply 3 things:
