How to enter Aeternal Circle

I'm stuck on Phyllis' Request. In the thread that shows the quest line it says to kill mobs inside the Aeternal circle but not in the actual instance. I can't find a way past the energy barrier to enter Aeternal circle. What is it I'm missing? A different quest or some object?

There is a little transport pad thingo just outside the dome that you walk over and it ports you inside. It looks like the transporters that you use to leave the guild castle. It is just down the hill towards the dome from the res point.
