6 Frost Dragons (?) at Soyar Lake

Ran across 6 Dragons around Soyar Lake in Merdhin Tundra that were green NPCs. They had 74 million+ hit points and 2 Asian symbols for names. Are they tied to a quest? I have never seen them there before.
