Are there any NPC's in Sarlo?

Note: İ'm not American and english isn't my main language.
Date:12/09/2013 İ entered zone:Sarlo. First, İ can see more NPC's. After i quit game and at 13/09/2013, i started game in other maps. Same day, İ tried go to Sarlo. İ used portals and in Sybral Pass, i stop :( Because when i try portal, same writing: "This zone is close" İ used my horse and i comed to Sarlo
But there isn't any NPC in Sarlo.

Now İ cant see any NPC in Sarlo. İs it a bug? İf it is not bug, Why i cant see any creatures?

The new zone and instance within it have been disabled as per this Announcement.

The objects and NPCs for Sarlo are stored on the server. The map for Sarlo is stored on the client. Since Sarlo is disabled, server is not loading anything, and the map appears empty.

I would stay away from it. If you crash in "Sarlo", the game might have hard time figuring out where you are and put you in limbo. There is no easy way to escape limbo without bugging support to relocate you, and support tends to be less lenient when you deliberately go where you are not meant to be.

Oh, and people who have more than 3 classes are clinically insane.
