Pumpkin Prankster?

Is the Prankster nerfed? or bugged? - have not seen him in Dalanis in what seems like a few weeks.

Since maintenance of November 5th, the Pumpkin Prankster has been disabled.
For reference to this, please view these two threads:
Server Maintenance - 5th November and Pumpkin Festival Guide (reposted).

Yeah It's been gone for a while now. But there's a better question that's yet to be answered.
Should i keep hoarding these Rainbow Lollipop's and Milk candies, or is it likely it won't be put back in?/there won't be an event like i suggested in my suggestions thread
