Instruments not working?

I've never had the issue before, but last night, after playing tambo, sometimes i didn't get the Mdam buff from it, whereas other times I did. Seems like other people in G2 didn't get it too (we were all stacked up, all in G2), b/c people were asking why they weren't getting instrument buffs. Anyone know what causes this issue?

While you can cast skills during the playing of instruments, using a skill/potion/w/e in the last 0.5s or so will "interrupt" the casting but still put instrument on cooldown. In otherwords, 3min cd and no buff. I only use skills up to the last full second of instrument play, let it finish, then continue useing cds
