It means whoever answered your ticket does not have the authority or capability to answer your question / address your problem and has passed it to someone who can. I bought diamonds 6 months ago with gameforge codes, that triggered something in their system and my ability to buy diamonds was shut off (which may not of been a bad thing). I then was told by support that I my ticket was being transferred to the payment processing department. So like any other company, they have different departments aka different people handle different tasks.
I thought I would put the "official" "straight form the GM's mouth" answer down too and confirm this is exactly what's happening. We have different levels of support. You ticket starts on the basic level and if they don't have the authority or ability to answer your question or solve your issue it moves on up or even down the levels.
Never fret, this just means someone is indeed taking care of your ticket and you can confirm it is not lost
