This issue will never end given its ambiguous nature.
Aren't addons essentially internal modifications of the client? Advanced Auction House/Xbar/WoWMap anyone?
ToS 7.3 states the following:
Scripts and completely or partially automated programmes that provide the user with an advantage over other users are also prohibited.
Just out of curiosity, how many of you actually inserted all 6561 fusion stones/belts in your AT manually to create your t12 weapon? I would like to believe that 1-clicking a macro which calls a file outside of the default client provided by Gameforge (aka Diyce) does not create an "unfair advantage" in Siege War while im looking for all my skills in the action bar.
Ultimately I believe that what will get you punished really is the intent.
FYI - Point 1.7 of the aforementioned ToS also states that:
"
In addition to these terms of use, the applicable
rules of the respective online game shall apply, if any. In case of
inconsistency between these terms of use and the rules of the game, the
provisions of these terms of use shall take precedence, unless the
priority of the game rules is expressly stipulated in these terms of use
on a case-by-case basis. "
In this case, it has been clarified multiple times that add-ons such as Advanced Auction House, XBar,WoWMap, and including fusion are OK as long as they do not create an unfair advantage while you are not physically at your PC (read: automating actions while AFK, like a few add-ons allow you to do). In addition, the use of add-ons is always at your own risk. Meaning if an add-on messes with your character either due to a bug with the add-on design or mis-use of the add-on itself, support cannot help you.
