Have you tried opening up the main map (M), clicking the Setup button on the upper right window frame, then scrolling down the list to Show Quests Options and making sure that Hide low-level quests is UNchecked?

If you are 10 or more levels above the zone quest level(s), this will make the exclamation points for regular and daily quests appear on both the main map and minimap. (To the best of my knowledge, Public quests are unaffected, either way.)

When I did Chrysalia, some of the quests in that little circular vine-protected battleground that moves back and forth did not show up on the map for me. I don't know if quest mentioned was one of them.
