how do we get haidon catalysts now?

since the last pacth the npc inside hall of earth wont let you trade in runes and tier stones to complete a daily that gives a haidon gratitude package. it says no materials are needed. there is no npc outside giving a daily anymore eighter. is making alts for the yellow quests the only option to get haidon catalists now?
