To get the selected rare crafting ingredients, you must complete the crafting events held every 4hrs. Once the event begins, just talk to the Crafting NPC standing on the deck inside the crafting section. He will tell you to craft a specific item he needs to complete his order. Once you turn it in, he will reward you with 5 certificates. Those specific certs are used to trade for the rare crafting ingredients.
All 3 channels will have an opportunity to fill his order, sometimes they are the same item, sometimes they are all different. Thus allowing you to achieve more certificates.
Keep in mind though, only one char is allowed to craft/turn in an items every 4 hours, meaning one char cannot fill every order on all 3 channels.
